Meeting with the Minister of Finance

On July 4, 2024, a meeting took place at the Ministry of Finance between representatives of the Business Centre Club and the Minister of Finance, Andrzej Domański. The purpose of the event was to present an appeal to the Ministry of Finance for urgent work on a thorough reform of the tax system. The representative of JWW Accounting Office was Aleksander Widawski, Vice President of the Board.

During the meeting, voices were presented towards a thorough change of the tax system, which experts under the leadership of Michał Borowski developed within the BCC. The result of this work is 12 demands and recommendations, containing the most important issues to change or improve, called the Great Tax Reform.

After more than 30 years of transformation, Poland and Polish entrepreneurs can afford an adequate, transparent, coherent, and predictable tax system that matches the socio-economic position  and ambitions of our country. The BCC Tax Commission has developed 12 recommendations for a thorough overhaul of the tax system, which we call the Great Tax Reform. This document does not contain any proposals regarding the expected PIT or VAT rates. It is a systemic document indicating the structural weaknesses and inefficiencies of the current system and the demands and recommendations for their solution, as well as those promoting dialogue and cooperation with the tax administration. All this is to make business management, including in an increasingly complex, unstable, ambiguous, and non-linear environment, simpler. To make decision-making, planning, and analysis processes easier and burdened with as few errors as possible, related to uncertain assumptions, said Dr. Jacek Goliszewski, President of BCC.

 

The Minister of Finance presented the economic situation of Poland and discussed the most important economic challenges, pointing out the importance and significance of new technologies for the competitiveness of the Polish economy, the need to accelerate the energy transformation, the necessity of reforms in the education system, including greater knowledge exchange with business, budget issues, as well as current tax issues.

The Chairman of the BCC Tax Commission outlined 12 issues included in the Great Tax Reform, among which were:

– a radical reduction of reporting obligations after the introduction of JPK_CIT and KSeF,
– a thorough revision and alignment of the system of tax reliefs and benefits,
– a revision of the matrix of reduced VAT rates and the principles of their application towards a more transparent and simpler system, in line with EU regulations,
– a thorough revision of the Tax Ordinance for faster procedures and “equality of arms” in the tax authority-taxpayer relationship,
– a change in the supervision system over the work of National Tax Administration officials.

 

It is crucial to engage in dialogue with the authorities and actively participate in it. Cooperation between the public and private sectors is essential for the sustainable development of our economy. I am pleased that as a member of BCC, I can practically engage in this important initiative, having a real impact on shaping business in Poland, said Aleksander Widawski, Vice President of JWW.

 

In conclusion, Minister Andrzej Domański assured that the Ministry of Finance is open to dialogue with entrepreneurs and announced that he would review the 12 demands presented by BCC. He also guaranteed that the Ministry of Finance would organize consultation meetings regarding changes in the tax system.
